I think the article is a load of bull. There are many ways of validating ballot papers without having to identify the voter. Off my head, I can think of holograms, ultraviolet ink, watermarks, etc you get the idea.
Serializing the papers is perhaps a last ditch attempt to instill some fear into the voters, just at that moment before you put mark your vote with a cross. Does it work for me? No. Does it work for people who are chickened as for most Singaporeans? You bet.
