i worked in civil service for a short period of time. i observed that they like to score goals, whether or not the goal is for or against them. example: they think of a new idea/method/way of doing things. it works when it is implemented initially. then they publish the whole thing to show the big shot of the short term achievement. however after the goal is scored, no one will verify if the thing is sustainable. nobody to follow through it, goal already scored, promotion or credit obtained. some won't work after awhile and the same cycle starts again. another batch of people will try to score the goal again. many resources wasted but nobody cares. just like every 3 years, their lead will change, new lead new direction new tasks etc. just my personal view on this.

there are blue sky laws. is this what you are trying to refer to? hope you can clarify.
